28 champions of Europe's lowest-ranked associations open the competition — 14 ties. There is no preliminary round this season, so qualifying starts here. The losers stay in Europe: they drop into the Conference League's second qualifying round, two of them straight into its third. Two legs, aggregate score, no away-goals rule; level after both legs means extra time and then penalties in the second leg.
