All 54 UEFA nations: 16 in League A, 16 in League B, 16 in League C and 6 in League D, ranked into the leagues by how they finished in 2024/25 — the promoted, the relegated and the play-off winners moved one league up or down. Every group is a double round-robin, home and away, three points for a win; ties on points are settled head-to-head first, then goal difference, then goals scored. What a place means depends on the league. League A: the top two go to the quarter-finals, third plays a relegation play-off against a League B runner-up, fourth is relegated to League B. Leagues B and C: the group winner is promoted, second plays a promotion play-off against a third-placed side from the league above, third plays a relegation play-off against a runner-up from the league below, and fourth is relegated (in League C the relegation is a play-off, since League D is too small to take four). League D: the group winner is promoted to League C, second plays a promotion play-off against a League C third-placed side.
